I would like to know what to do here:

The company i buy a server give me only 2 ip and i put it on the directadmin but when i create 2 user account the 2 ip go with the 2 user. Later i delete 1 user of one of the ip and i make the ip shared later i put 2 user on that ip that is how i have to do it????

and later when i try to create a reseller i put that the ip was shared server but when the client try to create a user account on the reseller tell him that he dont have any ip. What i have to do????

1) yes

2) you have to enable the reseller to create accounts on the serverIP. Either that or you assign him the remaining spare IP address for him to share.
