apache multiviews problem after import requesting support

after a fresh install i'm importing some all my sites.
some sites use multiviews

i've updated httpd.conf to set to +multiviews and the vhost file with +multiviews

but if i try to access the multiview page i get a 404....

we have no idea how to fix this...

example what i try to call:

domain.com/index/1/hallo.html


this is in the error log:

[error] Negotiation: discovered file(s) matching request: (None could be negotiated)., referer: http://www.domain.com/
