Apache full restart - extremely annoying

Is any way to force DA restart apache not full but graceful, when I am is adding/deleting user or SSL site?
I know about SSL-related issues, but my clients do not use SSL at all.
So when I add or delete one of my hundreds users, apache restarts - too slow - about 20 seconds. About 10-15 times every day. It is 3-5 downtime minutes and annoys me.
Please, suggest me something

But, I hope that DA team will add some tunable parameter, used for apache restart after calling of init/rc script - 'restart' or 'graceful'.
