BSDPAN files: Significance? Why [held]?

These files below show up on all of my FreeBSD computers.

When I do a portversion -vL=. a lot of them show as needing to be updated along with the DA apps.

Almost all of then have port equivalents. The ones that don't, are no longer used. Example: bsdpan-DB_File has been integrated.
1. Why are they [held]?
2. Why not simply replace them with their ports equivalent?
