Jail PHP CGI

I'm reading the howto on CGI jailing:

If i understood correctly, this was supposed to prevent users from browsing outside their directory through php, however this does not work for me.

Followed the guide but the user is still able to browse the folders outside his home directory. (/, etc)

Using PHP 5.2 with suphp/cgi.
 
As far as I remember it is actual only for SSH sessions, as an user gets an jailed version of sh/bash. That's it.
 
seems like, but why is the guide's name "How to setup jailed ssh and jailed cgi (beta)" and what does cgi have to do with it then?
