Although the /etc/debian_release file does show "stretch/sid", for whatever reason they have not shipped it with OpenSSL 1.1, which Debian 9 does include.

This means Ubuntu 16.04 will have libssl.so.1.0.0, and not libssl.so.1.1, thus the dynamic DirectAdmin binaries, built for Debian 9, cannot run.

The current solution is to select Debian 8 64-bit in your license area, so that you get the DA binaries that work with Debian 8 and Ubuntu 16.04, but during the install, you'll still say "y" when is asks if you're installing on Debian 9, which will download all of the Debian 9 service packs.

I've just finished updating the scripts from the Debian 8 install pack to properly support the Debian 8 service files.
