Can Directadmin handle Smarthosts (relay some outgoing mail via Directadmin and some outgoing mail via Edgewave or another 3rd party filtering service depending on how that accounts DNS and MX records are set)?

Yes it can be done but it need some extra work.

Is it possible to have some users continue to use their outgoing SMTP and others use an external SMTP filtering service or is all or none?

Looks like somebody found a solution to do that. Maybe it can help you, it's an example of spamexperts (who have an addon nowadays for it).
I can't verify though, didn't use it yet.
