Mysql don't add password to accounts

Hello
I added user(alert_kisiek) to database but they can't log via remotly .
I have to change that user password via phpmyadmin on account alert_kisiek@% to start it working .
How can i fix it ? Earlier it was working ok .
Result from phpmyadmin on screen . In such configuration is working .

It´s normal, as a user needs grant access, see: https://help.directadmin.com/item.php?id=308

It is already added but it doesnt setup password for % account .
I need to restart that password manualy .

So you want to say that when you add a new host for an existing user, a new user in MySQL gets created with an empty password or what?
