Plugin user_run_as=diradmin , how to access to other user account.

I would like create directadmin plugin use "user_run_as=diradmin"
because the plugin need to access and modify file on /usr/local/directadmin/data/users/USERNAME/

and i want to create new file or modify the .htaccess on /home/USERNAME/domains/domain.com/.htaccess

however i can't create or modify file on /home/USERNAME/
because the folder and file has been denied by owner and permission.

how i can access file of diradmin and other user.
