I setup directadmin on centos 7. But somehow I can upload the file freely to the host without 777 permissions. I go to ftp to check that Owner/Group is always ftp / ftp.
How do I fix the error?

Hello,

Where do you see user "ftp" in SSH or in FTP? Which user do you connect to FTP as?

A FTP client will show files/directories are owned by ftp:ftp, it's expected.

If you connect to FTP on a Directadmin server with a valid username/password you can upload files and directories and it's expected here.

If you need to have readonly FTP account you can use .ftpaccess for this. See: https://forum.directadmin.com/showthread.php?t=40778
