When i adding a new user, information mail cant sending to delivering email addresses.
 
I'm not sure what you're writing.

Are your outgoing emails to another server frozen? Or your emails to the same server?

i created mail list. and i sent a mail to [email protected] [subject: mail-list | without body text]

and, i receiving this error. mail-list systems cannot reply.
 
Exim freezes outgoing messages when it cannot deliver them, but leaves them in the outgoing queue for some period of days, to give administrators time to discover them in the logs and find out why they're not deliverable.

To check for reasons a message isn't deliverable you need to run exim manually, from the command line, in it's diagnostic mode.

You can call exim with a command line option that will run it entirely in a diagnostic mode where it will give you lots of verbose output as to what it's doing to attempt message delivery, but won't actually deliver the message.
