Not sure where this goes

Currently, I have been finding alot of weird files in my /tmp folder on my server, Currently some are .doze4 .sql.1566 .sql.1564 .whatisthis .whatthe****isthis

all with {.] in front of them so they are hidden

All of them are marked with apache as the owner, How do i patch the system, to stop these from getting there?

You've been hacked.

Figure out what's been done to your server.

Fix it.

Then find posts here and elsewhere on using a /tmp partition mounted noexec.

You should probably consider hiring a sysadmin to log in and locate/solve the vulnerabilities - and then have them harden the server to prevent them from happening again.

There is more to what you're saying than can be remedied with any simple forum thread, you need someone who can act on your need NOW.
