Limit number of emails sent per hour?

How do I limit the number of emails sent per domain per hour with DirectAdmin?

I'm fine with doing this via CLI. Although it'd be a nice option in the control panel for later, I don't mind editing a file or two for now to do this. :)
 
You have my blessing to paste it in the forum if you want :) I'm sure many people could use it. Of course, that's up to you as it is your script :D.
