My Own Server and User accounts..

I would like to host my own server. And have user accounts. Like for Example Blue Voda.

How do I go about doing this?
Who would I approach?
How much would I end up Paying?
Whats the cheapest option?

I'd suggest you find a dedicated server or perhaps virtual private server supplier; hopefully someone who can give you the level of support you'll need.
