Anyone can use and be issued a external license. Internal licenses are for companies who sell dedicated servers or resell them for other companies.

You will then need a external license.

You can only use internal licenses if you sell dedicated servers and have them placed in a datacenter.

You will be classed as a hosting company.

Lots of us are hosting companies and still require the regular license.

The Internal license is, as iceuk626 notes, for use by companies offering dedicated servers. Internal licenses do not include support; rather that is to be provided by the company offering the server.

And they're not transferrable.
