Limiting per user emails to avoid spam out.

Is there a way to limit spam mails from server... usch as limit emails per user or domain?

But can be accomplished done with some knowledge of perl scripting in the /etc/exim.pl (funcitons would need to be created etc).

Our default install does not count outgoing emails.
