Does new DA distributive include all theese skins and plugins or not?

No. Save for the default, power_user and enhanced skins, which are official DA skins, all skins and plugins are distributed separate form DA.

That's something I do not know. However, my guess is no. CyberAlien's skins, which are the only ones I know to actively support languages other than English, seem to only support Chinese (simplified), Chinese (traditional), Dutch, French and Spanish.
