Timezone problem

I'am doing something wrong, but can't find it.

Timezone= GMT +1

rdate -s ntp.xs4all.nl is giving me the time -2 hours.

/etc/sysconfig/clock

ZONE="Europe/Amsterdam"
UTC=false
ARC=false

/etc/localtime = GMT+1 timezone file..

What do I miss here? Many thanks
