Configuring PHP-CGI (I assume you're using SuPHP as you update suphp/configure.php5), does not affect starting Apache. So

1. try to restart apache from shell

Code: 
/etc/init.d/httpd restart

2. if it does not start, then you should read apache error logs in /var/log/httpd/

Try this then:

wait a minute or so, and then restart apache.
