php.ini where is it reading settings from

locate php.ini shows the following

/usr/local/directadmin/customapache/php-4.3.8/pear/tests/php.ini
/usr/local/directadmin/customapache/php-4.3.8/php.ini-dist
/usr/local/directadmin/customapache/php-4.3.8/php.ini-recommended
/usr/local/lib/php.ini

I edited /usr/local/lib/php.ini but it isnt reading those settings when I restart apache so where does directadmin load them from, is there a file somewhere else that overides the settings?
