Can't allow SSH

I am trying to allow SSH access to some users - but whenever I change the value (on/off) it goes back to being off! HELP
 
Your admin probably disabled SSH access for users. This is most likely done because it poses a security risk for his server.

That's why we disallow SSH access as well...
