Can I install DA in no-ip server??

No.

DirectAdmin must be assigned on a static IP#, and when the number changes the only way you can restart DA would be to have DA reissue the license and reinstall the license key..

DA staff have already announced (search the forums) that they will NOT reissue the license key except for a legitimate system renumbering caused by a data center move, or a move or renumbering.

That said, dynamic IPs in general are not recommended for hosting, even personal hosting, because when they change, many people will have long delays in reaching you:

Anyone already using your site will have to shut down and reopen his/her web-browser (all open windows). Depending on the client OS, s/he may need to reboot the OS. Anyone using a router to connect to the net will probably have to restart their router.

Since they don't know why they can no longer reach you they'll probably just give up and presume your site i down.

Additionally, some ISPs (AOL, MSN) are known to ignore short TTL settings (which companies such as NO-IP use to allow for frequent changes and prompt responses to change), so users of these ISPs won't be able to reach your site for an arbitrary but unspecified period of time.
