from where is /etc/nginx/webapps.conf get created?
it is not in the custombuild/configure/nginx, and it seems like nginx.conf already contains all of the webapps (regardless of the settings in option.conf)
also, new conf files in custombuild/custom/nginx do net get copied to /etc/nginx on ./build rewrite_confs
