It seems that 404 error is now logged only with LogLevel set to "info" or/and "debug" in Apache 2.4.x. With the default value "warn" 404 errors are no more logged (though 403 and 500 errors are logged). I wonder whether it is a designed feature or a bug. Anyway please consider to change it to "info" for Apache 2.4.x.
