IP not showing up for reseller

We have a reseller and I have 'edited' his user account to assign the shared server IP. This is now listed correctly on his 'user data' page.

But when I log in as him, that IP is not listed in the 'IP Management' tool, and (more importantly) it is also not available from the dropdown "IP" field when I try to create a new user.

The dropdown is actually empty, so it won't create a user:

"A valid IP was not provided"

I don't have root access on the server which will probably limit what I can do, but if there are any things I can try in DA I'd appreciate it.

(Phil's not around and this is time senstive so I've been trying to fix it myself. :) )
