Setting up backend server

I am using DA in my existing server with 2 DNS, ns1 and ns2 in an IDC. I would like to setting a backend server in another IDC as a backup in case the IDC connection is downed. Can i registered another new NS3 and NS4 and install the DA in another server? Can it work since the IP address is different?

DA is a per system license.

If you're going to run it on two servers you'll need two licenses.

DA won't run on any IP# except the one it's licensed for.
