    Does creating new user (while we have a custome nginx.conf) caused nginx restart?

    I have a custome nginx configuration (custome 4) and when I create a new user (from package) via API it caused restarting nginx (rebuild)! is it normal? and does it happend if I create new user via reseller dashboard?
