Admin user that can only create and delete mail accounts

Hi everyone,
I am in a need of something special. I am sharing my server with somebody but he does not have access to directadmin. But now he needs to create and delete mails for all domains. Is there a way that I can give him only mail management? I want him not to touch any other options in directadmin.

Are all the domains under the same reseller? If not then no you cant by default. You would have to code some sort of control panel that only gave him access to do the tasks you wanted.
 
I am getting this error: Login Keys are disabled, even I added login_keys=1 to directadmin.conf
