How can I make a email account for a user as a reseller?

How can I make a email account for a user as a reseller?
Usually there is a option email management in DA, how does it work if I am a reseller?

Do you really mean an email account or e-mail only package?

If it's an email account it's easy.
Click on "List users" (http://domain.com:2222/CMD_USER_SHOW)
Click on the user you want to create the email address for and then click "login as <username>".

Then you are logged in as the user and you can use the e-mail management to create an e-mail account for him/her.
