Global config.json?

We are currently looking at rolling out a tailored version of the evolution skin but it appears these changes are limited to the user under the reseller the config.json is under and not available globally? Is there a way to implement our admin resellers config.json server wide and if not is that something that could be added? We have a number of servers, some with resellers outside of the admin user and it seems to me the only way to implement the config.json changes across the entire server would be to copy/symlink the skin_customizations directory from admin to each subsequent reseller? Any advice/input is appreciated.
