Because the old mail server is using Qmail.
And now, I set up a new mail server using DA.
How can I migrate all emails and users in Qmail to DA's Exim?

It's not easy but it is doable.

Before you move any email accounts convert the DA server to use Dovecot/Maildir if it doesn't already do so.

You'll have to create the mailboxes manually, for each user, on DirectAdmin, and then manually backup/restore all the mailboxes from their locaton on the qmail server to their location on the DA server.

For most qmail implementations you should be able to do it for an entire mail account at a time.

So - I'm new to DA - but the process may be a lot easier than this, as it's not likely DA specific. Of course you DO have to create the accounts on the new server, but the mail transfer itself should be pretty easy. Look for a program called imapsync. You can, via IMAP (that presumably both servers speak) move an entire user's mail hierarchy from one server to the other. It's pretty painless.
