exim down unable to restart

I cant understand this too.

by the way, who can help me solve this? please pm me with your charge.
 
You need to search for exim pid file (that should be called exim.pid i suppose) using:
Code: 
find / -name exim.pid

delete that file and restart exim that seems to be a zombie.

Regarding the log, well lalawaa.com have a limit of 200 email per-day and seems he reached this limit (i would suggest you to check if are legitim email or spam since is sending all around yahoo).

Have a look in /var/run probably exim.pid is in there.
Just to be sure (on RH/Centos):
cd /var/run
rm exim.pid
service exim start
