How to configure exim to block emails from a top level domain?

We have been receiving a ton of spam lately from servers with .me and .mobi top level domains and would like to try configuring exim to reject all messages from any .me or .mobi address. I have Spamblocker 4 installed but they seem to be staying one step ahead of the block lists.

Is it possible to achieve this by simply adding mobi and me to /etc/virtual/blacklist_domains? Or does that file require more than just the top level domain component?

Is there a better way to accomplish it?
