It does, at least should effect. Make sure you've got the latest versions of /etc/exim.pl and /etc/exim.conf.
In one case PHP script might send emails despite the limit if they use sockets to connect remote mail servers directly to send emails, i.e. if they do not use a local exim server for sending emails.
