This should help you change the length:

The max length is 14 because of the name limit with MySQL. Hope this helps.

I've isolated a bug in this http://www.directadmin.com/features.php?id=189
This username length feature works fine if you're using a reseller backup - but fails to recognize if you use the admin backup/transfer options ...
Hopefully John / et al. can address this asap.

Hello,
I'm not able to duplicate that error.
I created a 14 character username backup, and tried to restore it with:
max_username_length=10
which failed of course.
I then set:
max_username_length=14
restarted DA, and restored again, and the backup was restored without issue.
Let me know if I'm missing anything.
Which OS are you using?
Are there any special characters being used that may be causing the error.

Which is kinda silly, if you have an username of 14 chars, then you cant have a longer mysql user than, say, 5 chars after the <username>_ as it bombs out (did for me when I did testing)
