When I set up a new user who has a hosting account, should they be able to use putty to manage their files, install proggys, etc? I have ssh enabled for their account, they can login with their user and pass, but they can't change to their public_html folder, again this is when using Putty.

First off, if you've enabled SSH for them, then they should be able to use PuTTy just fine. Are they logging in with the DA control panel login?
BUT....not a great idea giving clients SSH IMHO. DA had NO security in place to jail the user to his own /home directory and users with SSH can potentionally cause havoc either intentionally or unintentionally.
I've rarely run across anyone who really NEEDED SSH access for day to day maintenance of their acct and the rare occassion they did, we've handled the issue ourselves for them.
Just a warning.

The reason I was giving them ssh was so they could untar.gz a file - I may be wrong but it seems when I tried to do that with DA it wouldn't work? (maybe)
If they have a tar.gz file or .zip - does DA have a method to extract them? (and yes, they can login to DA just fine).

You're server, but IMHO, giving unknown ppl access to SSH simply so they don't have to be bothered to FTP individual files is just asking for trouble.
I hope you are at least requiring some kind of proof of identity like a drivers license image where the mailing address matches their signup info.
I'd love to see DA incorporate a "untar" function into thier meager file manager.

LOL I appreciate your concern, this happens to be my brother 
and no, I wouldn't give it to someone who was a 'normal' hosting customer.
So I take it there isn't a way to untar with DA? If so, would most suggest the user send an email to admin (or support ticket) and have them do it for them?
