I think your HELO syntax check is wrong for the FQDN and according to RFC invalid HELO should not be rejected.

One solution is to redirect invalid HELO to Greylisting.

I will update once I have more info concerning the regex.

Correct me if I'm wrong but you are rejecting all mail servers containing numb3rs in the domain name.
 
Please test with a domain or subdomain with a number in the domain name and send an email to the address below in my sig. If you don't get it back, then send me an email from a domain without a number in your domain name.

I'm thinking that this will also reject email using IDN (International Domain Names) and should probably be rewritten or removed.

Can you suggest another test?

Let's move quickly on this because I'm at RC4 and it's time to bring out the new version.
