Suspend at limit not working

We have a several users who are passing their bandwidht or diskspace limits. The option "suspend at limit" is turned on, but the server is not suspending these accounts. The server is sending the warning e-mails with users who passed there disk space or bandwidth limits normal.
Does somebody know how to solve this?

Suspend at limit works when used bandwidth is calculated, generally nightly by default (but an admin can change it; information is here in these forums).
I seem to recall reading conflicting information about it working for diskspace; if it worked the users wouldn't get the notice because their mailboxes would be full.

Does anyone have definitive information?
