Unable to create new Reseller account

When trying to create a new Reseller account on one of our servers, we are getting an error message stating:

Unable to create a Reseller

You must first create some packages

The main Admin account has two packages setup and a second Admin account has 5 packages setup.

Note: we are able to create Admin accounts with no problem but that is not what we need.

Any help would be grateful.

You have to create a reseller package as admin user.
