User Suspend - Able to access e-mail

I'm having reports from clients whom I've suspended that they're still able to access their e-mail.

Is this supposed to be the way it is?

I don't think so; the link to their login passwords should be changed.

Perhaps you can create a domain, send email to it, then suspend the domain and check.
