Maybe possible but all has to be done manually if even possible.

Legacy licenses are being phased out, so things you see in the modern licenses will not be present in the legacy versions, not now neither in the future.

If you don't want to switch a license, then you will need to install and manage them manually. Or write a plugin to manage them in WebUI.
