does DA have control panel access for domain holder's user? ie. changing their email password or forwarding...

If you meant for email users you create to have the ability to do this. No, they can not do it through the control panel unless you create them as a new user with their own login information. BUT squirrelmail can be modified to do this. Search for the forums if this is the case.
 
Yes, Squirrelmail can be modified to allow email accounts to change their passwords.

But there's already a facility built in to DA to do it for you:

https://12.34.56.78:2222/CMD_CHANGE_EMAIL_PASSWORD

where of course you use the real IP# of your server.

Note that you should replace the https with http if you don't use secure logins.

You can post a link above on the login page of your webmail program. Hopefully DA will someday implement a email user panel like Plesk 7.
