Accessing sites without resolved domain

Hi! I'm trying to build a website without the domain being revolved yet, and I read everywhere that I can do this by http://IP/~username, as long as the domain I want to access is set as default for this user, but instead I just get a 404. Anyone know what might cause this?

Is mod_userdir enabled? Why not just edit your hosts file? It works 100% of the time:

Editing the hosts file is the only way to be sure the site is going to work like it should.
