AllowOverride None for every user in httpd.conf and user.conf

Hello,

I am using DirectAdmin to host one website with several subdomains. So, I'd like ot put all mod_rewrite rules in config files, not in .htaccess.
I did that in httpd.conf and set AllowOverride None there. Unfortunately, there is still custom "AllowOverride AuthConfig [...],FollowSymLinks,None in user.conf.
Is it possible to change it in easy way, without changing it after every Apache update?

My goal: AllowOverride None everywhere to stop Apache search for .htaccess files which I don't use.

Find the template for the user conf file, move it to the custom directory, and change it there.

Then change it in all the user configuration files.

Then restart apache.
