You can set up a true anonymous FTP account only if the site has it's own IP#.
But you can set up a pseudo-anonymous FTP account for any user, even with a shared IP#.
But the account login will NOT be anonymous but rather [email protected].

Don't know; never tried.
To give a user a real anonymous FTP account it must have it's own IP#; that's a limitation of the FTP protocol.
