Tell me, is 28m swap for each "httpd" normal? Or I pressing need mor CPU? What size of used Swap is normal?
 
I do not know that i would call it normal. In looking at the TOP you provided, it appears that there is only 512 Meg of Ram in the server. With so little ram installed, you are going to use a lot of swap. If possible, I recommend upgrading the server with more ram. This will help reduce the amount of Swap being used.
