apache owner of files/dirs

Hi,

How can I make it so that when files are uploaded through php/cgi keep the username of the account owner instead of setting it as apache? The problem this causes is wrong disk usage and it doesn't allow the owner of the account to del/edit the files uploaded through php/cgi.

is suPHP safe to run?
also i found a HOW-To for suPHP but i can't seem to find cgi-php for my version of php which is 4.3.10. If anybody can point me in the right direction.

That command should give you the location of the php binary.
