API Doesn't Seem to Work on VMs

I am using WHMCS. For some reason it does not manage users on a VM. It does work on a dedicated server but not the 2 VMs I have tested. When creating a user using WHMCS it comes back as successful but no user is created. Even current users cannot be suspended. Each time the message back is "Successful" but nothing changes. Can't seem to find anything in the error logs of DA.

I restarted in debug mode to check the input and output and everything worked correctly. I stopped debug mode and started DA normally and everything works not. Apparently DA needed to be restarted for some reason.
