apr 1.5.0 and apr-util 1.5.3 is released, the new versions is already available in custombuild 2.0. If you want the new version, remember to set old_apr_util=no in options.conf - then I think all you need to do to upgrade, is to recompile apache in custombuild.
For more information see http://apr.apache.org/, here is more spesific links from that page:
Here is announcement: http://www.apache.org/dist/apr/Announcement1.x.html

Changes for APR 1.5.0: http://www.apache.org/dist/apr/CHANGES-APR-1.5
Also you might want to wait recompiling Apache, because Apache 2.4.7 will be released in about 72 hours http://www.gossamer-threads.com/lists/apache/dev/431450 , so you don't need to do it two times.
Also please note that in Apache 2.4.7: "APR 1.5.0 or later is now required for the event MPM." http://www.gossamer-threads.com/lists/apache/dev/431442
