If you want to use ancient and/or (almost) unsupported PHP versions like PHP 5.x and 7.x the answer is clear. Don't use Alma Linux 9.1 or the newest Debian versions (anything using OpenSSL 3.x).

If you want to use that, change to Alma Linux 8.x.
 
For installation of php 5.x, 7.x on AlmaLinux-9.1 you will need compile them against OpenSSL 1.x. You might dig the forums for the details, as there are already instructions on how to do it, or hire somebody for this job.
